      When did the breakwater become part of the 4th district?

      As a member of Surfrider board 9 years ago, This is the same old Save Our Peninsula BS. Houses never should have been built there. The breakwater was built to protect the Navy in WW2. Not to allow more homes being built on the beach. Let the Peninsula pay for their own sand replenishment.
      Now it’s the parking problem? Poor babies. It’s everyone’s beach.
