salonmeritage SEAL BEACH (Via Seal Beach News)—As the Seal Beach City Council plans a public memorial for the people killed and traumatized by the Oct. 12 shooting spree at the Salon Meritage it is also codifying those plans into a citywide policy on public memorials.

Two months to the date after the tragedy, the council used its Dec. 12 meeting to lay out a meticulous schedule for the memorial that should have it ready for approval by April 9, 2012.

A policy on public memorials was also unanimously adopted. It requires residents to complete and submit a monument proposal that includes the desired location on a detailed map, any private funding that is offered or a request for public funding, approval by the city manger, a public participation strategy and design approval by the appropriate committee. The City Council will approve the design and location of the monument and allocate public funds when they are applicable.

Seal Beach assistant city manager Sean Crumby reported that numerous requests have been made for a Salon Meritage memorial for the Oct. 12 shootings . Resident John Fox urging the people of Seal Beach to vote on line for a $50,000 Pepsi Company grant to build a permanent memorial to the victims. Seal Beach staff recommended that only one Salon Meritage memorial be built. Staff proposed that the memorial be unveiled on the 2012 anniversary of the crime.
