LB COUNCIL STANDS UP FOR ZONING LAWS, ENCOURAGES COLLABORATION, KILLS SECOND+PCH PROJECT

The Long Beach City Council killed the proposed Second+PCH development late Tuesday evening with a 5-3 vote that supported master planning over spot zoning, laid groundwork for long-polarized community factions to collaborate on revised development standards and bore no resemblance to the alliances that had come to characterize this panel of governing officials.
After more than five hours of debate that dealt mostly with the litany of zoning violations that developer David Malmuth included in—and adamantly refused to remove from—the Second+PCH blueprints, Suja Lowenthal, Patrick O’Donnell, Gerrie Schipske, Dee Andrews and Steve Neal voted down the massive hotel / retail / residential complex that was proposed to replace the Seaport Marina Hotel.
The project was supported by councilmembers Robert Garcia, Gary DeLong and Rae Gabelich. Councilmember James Johnson was absent.

Despite mournful cries of doom and gloom and endless unfounded accusations ranging from vast City Hall conspiracies and rampant bribery and corruption, to the end of the world as we know it, the Malmuth proposal for 2nd/PCH was *not* approved?
Perhaps “Fun at Parties” was just a bit pre-mature in his/her litany of insulting holiday lyrics related to 2nd/PCH? Please leave them up, though, Dave. They can serve as an apt reminder of how foolish it can sometimes be to presume to know, of a certainty, how any vote at Council is going to ultimately develop, and how unjust it is to castigate all of the members of an elected body for votes they have not yet cast.

close order inspection requiring the owner to clean up their property.
2. With luck the property will be sold to responsible new owners who will

track-chugging at full speed(circa 2020-which is not that far away
in terms of planning ) we will see something like the Market Place–
which was a bustling place with local niche shops.
4. In time a tasteful two or three story botique Inn can be built at
Alamitos Bay Landing—extending from Kuroys to jettty.
Another slap in Dirty DeLong’s face. How embarassing and out-of-touch for a Councilman to AGAIN be over-ruled by OTHER Councilmembers on a development in his own District.
This isn’t the first time. And it probably won’t be the last time. Remember not long ago when Dirty DeLong tried to shut down the two ladies operating Gaslamp restaurant in his district in the face of community support. Dirty DeLong was unanomously over-ruled by the other Councilmembers. Remember when Dirty DeLong sponsored the Home Depot project EIR in his district despite similar community protests, only to have it thrown in the garbage by the Norwalk Superior Court judge because the EIR was incomplete. Remember when Dirty DeLong met with and gave approval to Sean (the destroyer) Hitchcock to bulldoze the wetlands in his district, only to have Coastal Commission force Hitchcock to restore the wetlands to their previous state.
How many things does DeLong touch that isn’t dirty? Doesn’t it make you wonder how much money Dirty DeLong made personally from supporting this project?
And how arrogant was Dirty DeLong to seek approval of the project despite the strongly worded letter from the Coastal Commission requesting a delay to a City Council decision. And this is the same BOUGHT guy who seeks your vote to send him to higher office in Congress.
I agree with Mr. Ruehle.
It seems that early Long Beach voters knew what they were about when they approved our Council/Manager form of government. In their wisdom they organized a city government, guided and limited by a City Charter, in which it would be essentially impossible for any one person to make definitive policy decisions on matters that would, or could, impact the entire electorate within the city.
Our best defense against corruption in local government (which some rightly fear and often allege but wrongly never seem able or willing to actually prove) is an accurately informed and assertively involved electorate, which closely monitors, directs, and corrects our Council/Manager form of government.
Delong, talks out of both sides of his mouth. Does he really think people are that stupid. Personally he was against tall buildings, but he voted for tall buildings. I guess he would have had to cancel his yacht club and country club memberships if he voted no since he would not have any friends left.
Money trumps all for Delong.
I also agree with Mr. Ruehle. Delong is a dirty dog. Who would he represent i n Congress?

She wanted everyone to support her issue with the airport, even those who it would never negatively affect, but turns her back on them with her vote for this abomination? The commuity spoke last night. And many factors came together. Surprsied by outcome, heartened as well. Letter from Coastal Commission helped and councilmembers not willing to let it go (letter). Councilmember Lowenthal thought about the truth of the matter and thought about it, having been a Coastal Commissioner for a short time, she said. Councilmembers O’Donnell and Schispke and Neal looked like they were really thinking by looks on their faces. Without so many individuals willing to speak and the support of the wildlife of the Pacific Flyway, as El Dorado Audubon reminded us, support from LB Sierra Club and the many who for many years worked to have a separate support group for the wetlands (began as a task force so long ago hard to remember, thank you Audubon, Sierra Club and community members for that gift and hard work). Good work all.

For all you know Mr. Greet, “Fun At Parties” could’ve been more involved beyond posting “a litany of holiday insults” in defeating the 2nd/PCH proposal. You’re chastising that poster because the project you passionately supported in all its litany-of-zoning-violations form has been killed.
It’s because of involved citizens, “Fun At Parties” included, holding the councilmembers’ feet to the fire, the far out-of-zoning-bounds project proposal was defeated by a 5-3 vote.
If it wasn’t for the highly organized opposition of involved citizens (the kind of “accurately informed and assertively involved electorate” you’re always advocating for) this bloated, zoning violations monster likely would’ve been quickly and unanimously approved.

Let us be fair; Having attended most of the PC meetings when PCH/2nd was
before them;the record clearly reflects that there were three members who
voted against the plan.
The then Chair Durnin spent considerable time( boots on the ground) at
PCH/2nd-studying vehicle/pedestrian traffic and came to the same
conclusion as did Frank Colonna-and legions of others-project was simply
to big for that location–as did Commissioner Saumur.
Commissioner Fox.signaled early on his reservations about negative
impact of the eviceration of the three story height limit and wiswly voted
against the plan.
As of the EIR-the Commission was not well served by either Planning
Staff-or City Attorney-who of course does not represent the people
of Long Beach–but functions as an attorney for the corrupt on the
13th and 14 floor at 333 West Ocean–not unlike a mob attorney.
@LBer: It doesn’t matter who “Fun at Parties” is. For all you know it could be Mr. W. himself waxing so very poetic. At least one regular commenter seems to think so.
The point of my comment was not who the person is, but how counter-productive I think it is that he or she spent such a great amount of time lambasting a vote that had not yet even occurred and an elected body who had not yet even convened for a final discussion on the issue to be voted upon.
Political satire I get, and even appreciate. Slamming the results of a vote before it is cast isn’t satire. It is simply insulting. Unlike true political satire, there is no constructive purpose underlying “Fun at Parties” litany of insults. There is only a motivation to demean and denigrate.
Someone I have a great deal of respect for recently reminded me that during political debates and discussions, we should try to maintain the high road. We should always try to *elevate* the dialog and maintaing a sense of dignity and maturity when dealing with others. I think “Fun’s” insulting lyrics fail to meet that standard.
Community activism is great. More voters standing up and saying, quite clearly, “no” or even “yes” is great. An activist media that facilitates political debate and discussion and which helps the voters monitor their government closely and helps provide them with facts with which to make better-informed decisions about how they want to run their community is great.
All of the aforementioned is constructive and quite healthy for a community.
Insulting the results of a vote and the body that casts it well in advance is not productive, it is just insulting. Doing so and then being proven wrong *should* be considered nothing less than embarrassing. But somehow I don’t think it will be.
After all, why feel embarrassed about insulting and fully erroneous things one has said when no one can prove the one has has said them?
The last person I want putting words in my mouth is the greet. I was congratulating Dave for printing the very humorous and appropro songs on his news site. I have no idea and don’t care to speculate on who wrote the songs.

He has refused to offer proof of his latest false accusation against me, has refused to acknowledge his falsehood or attempt to correct the record, and has ignored my challenge that he do one or the other and moved on to other comments on other topics.

Here we go again. 6 years ago, City Council DIRECTED city staff to REDO SEADIP. This occurred during the City Council meeting where Councilman Dirty DeLong tried to push through SEADIP changes recommended by Dirty DeLong’s SECRET SEADIP committee of his friends that he appointed immediatly after his election. This was a SECRET SEADIP Committee which did not allow the public to attend their meetings and did not take input.
Hence, the public showed up at City Council chambers six years ago, the night Dirty DeLong’s SECRET SEADIP Committee’s recommended changes were unanomously thrown in the garbage by the other Councilmembers because Dirty DeLong had sought no input from the public prior to attempting to sponsor changes to SEADIP.
City Council then DIRECTED city staff to seek public input in revising SEADIP. The first thing city staff did was poll the public for what changes to SEADIP they wanted. Poll results overwelmingly indicated the public liked SEADIP THE WAY IT IS.
At the time, Dirty DeLong was trying to push through the wetlands Home Depot and Lennar’s version of 2nd & PCH. The SEADIP poll results were inconvenient for Dirty DeLong’s developer buddies who had been pushing for changes to SEADIP that would help their developments.
That is right about the time the Council Directed SEADIP revision ran out of money. But guess what? Its back again. Let’s start with a poll. What a waste of taxpayers money.
@wrongbeach: Why do you refuse to acknowledge the demonstrably provable fact of Ruehle’s falsehood in this instance? Why are you so incensed at what you call the phoniness of others but so ignoring of the phoniness Ruehle so clearly demonstrates?
Excellent point, wrongbeach, regarding Gabelich and airport expansion. She fought vigorously against the original, massive airport expansion plan yet voted in favor of the massive 2nd/PCH project that was far enough away from her own district.
You also have to wonder how many of Rae Gabelich’s constituents opposed the original airport plan yet supported the 2nd/PCH plan.
Maybe this was Gabelich’s payback to DeLong for supporting her SPOT ZONING for the multiple variances for the oversized, overheight retirement home built in her district three years ago that she sponsored and received city council approval for despite the objections of residents who lived in her district.
Gabelich certainly has her faults. One of those is her portrayal of herself as an activist for residents. The really scary part is that she probably is still one of the “better” City Councilmembers. What does that say about the rest?

Maybe Ruehle’s opinion would carry a little more weight and his word would be a little more credible if he didn’t make such a habit of falsehood, fraud and misleading methods of discussion and debate.
I think SEADIP is as relevant and sufficient today as it was 35 years ago. SEADIP, unlike the “stolpe-ish” malestalker greet, doesn’t need to change.
Listen to what the dizzy dingbat galebich was quoted as saying:
“City staff has been going down this path of telling the developer of 2nd + PCH what they needed to do, working with them to put a project together, that could actually be approved. Regarding the three councilmembers who voted for the 2nd & PCH Economic and Environmental disaster:
3rd District Deadbeat Delong: Wasn’t anything learned over the Home Depot attempt to land in the 3rd District? Once again the buck stopped short for Deadbeat Delong, and he proved that the only interest he has is the almighty dollar and clearly not the voters who mistakenly elected him to represent their better interests in the first place. Little wonder he is quoted as saying it was the most difficult decision made in six years being on the council. He wanted to seal his political fate assuring himself that his money will not get him elected to Congress for sure now. Deadbeat Delong should be down with former Bell city manager Rizzo doing community service cleaning up after incoming overhead pigeons. Maybe after your term ends here, you should move to Lawndale and run for Congress against Maxine Waters.

I think it is pathetic that people like wrongbeach are so willing to denigrate others for their alleged phoniness yet incessantly support and defend the obvious and interminable phoniness of people like Ruehle.
Let’s be very clear and specific: On December 15, right here at GLB, Ruehle directly accused me of claiming that he had a felony conviction. He accused me of lying and claiming that he had been convicted of a felony.
I never made that claim and anyone with as little as 3rd grade knowledge of grammar would understand that I never made that claim.
Here is the *complete* paragraph of my Ruehle has chosen to lie about and to so blatantly misrepresent through his inartful copy-n-pasting:
“Of course I have also said here and elsewhere that there is no excuse for police officer misconduct. I have said that officers who have been accused of a crime should be immediately suspended pending the investigation and that they should be suspended without pay if they are held to answer at the preliminary hearing. I have said that if they are convicted of *any* misdemeanor or felony crime (you know, as Ruehle has been) they should be immediately fired. I have said that there is no prison cell deep or dark enough for a former cop who is convicted of any felony crime.”
When Ruehe fist lodged is false accusation I made it clear to him that he had obviously misunderstood what he had read. I even made a point of telling him precisely where his cognitive error could be found:
“And by the way, you really should consider looking up the conjunction ‘or’ and learning more about its meaning and common usage in the English language.”
Even with that obvious and direct suggestion concerning where his own error could be found, he repeated his false accusation again the very next day:
“Now Greet justifies falsely claiming I am a convicted felon because he was ‘speaking in the sort of language they seem most comfortable with.’ What a lying sack of shit.”
Such is the level of intelligence and maturity that some here choose to support and defend no matter how false, fraudulent, insulting, and misleading Ruehle becomes.
Ruehle then went on to repeat his oft-repeated and utterly baseless accusation that I had “made sure, in (my former) capacity as a Long Beach Police Officer, to tell the press about (his) drunk driving arrest.
Ruehle has never been able to prove this baseless accusation but he has repeated it over and over and over again here and elsewhere.
In accusing me of claiming he had a felony conviction, Ruehle has blatantly, provenly, intentionally, and repeatedly *lied*.
In repeating his baseless accusation that I disclosed anything about his DUI arrest to the press he proves the ease with which he utters other falsehoods without one shred of proof to support his accusations.
Ruehle is demonstrably a fraud and it just amazes me how some here persist in aligning themselves with someone who can so obviously and blatantly fabricate information the way he does.

wongbeach, as I have advised your buddy howardx elsewhere, I would be only to happy to engage with you in a mature and courteous discussion of the issues, but just like your pals Ruehle and howardx, you seem incapable of such a discussion. Over 50% of the names on the above 2nd & PCH Christmas Party list gave money to Councilman Dirty DeLong’s Congressional and/or City Council campaign.
Talk about buying a vote. No wonder he feels qualified to run for Congress.
According to Ruehle’s typical illogic, people who exercise their legal right to donate to an election campaign are only doing so to facilitate “buying a vote.”
I wonder how many votes Ruehle has attempted to buy in his life, and from whom? No wonder Ruehle feels qualified to comment on such things.
Thanks, Mike, for your recap: 6 six yrs ago City Council decided that SEADIP review would be for the whole city and the staff proceeded. Survey by staff showed majority of people want to stick to existing zoning 35 ft., less dense and so on. Then it was stopped and not finished, out of money we were told. Strange way the city does things. Many people wrote and showed up at council six years ago and Tuesday, Dec. 20 many people wrote, called and showed up. I believe that people love this area and what it has to offer, we love open space, wetlands, public marina with restaurants and that people from north, south, east and west of our city enjoy the beach, marina, shops, restaurants, bars, that already exist. Keep the drumbeat up and continue to tell friends and neighbors, I hope the community continues to keep on this like a dog with a bone!!!

I have difficulty comprehending the discussion about updating SEADIP. I can’t see where there would be many deviations from the existing document wanted by the most important group, the long-term stakeholders, only from the hit and run speculators. The money-grubbers, like delong, the blob, and now galebich are the main ones who care about the speculators, and who in their right mind would be concerned with those two gorups of assorted carpetbaggers!

wrongbeach, to the best of my knowledge, I have never demanded anything of you. I have simply asked, over and over, with courtesy and respect, that you stop supporting and defending someone like Ruehle, who has clearly demonstrated a propensity toward false, fraudulent, and otherwise misleading commentary.
I have simply asked, over and over, that when you assert something as fact, that you support it with verifiable evidence. I have simply asked, over and over, that when you attempt to refute something someone has said, that you support your refutation with facts.
For a brief spell, here and elsewhere, I recently sank into the depths of offered insults and derrogation in dealing with four of you. I sincerely apologize for my behavior. I thought that if I treated you, howardx, janis, and Ruehle in the same disrespectful manner that you routinely treat others with whom you disagree, you might see how foolish and couter-productive it truly is.
My tactic proved unsuccessful and someone in the online news/information/opinion world for whom I have immense respect reminded me, privately, that those who truly seek constructive and productive debate and dialog should always try to maintain the high road within their discourse. That we should model the behavior and treatment we hope to receive from others, rather than modelling the behavior and treatment that we do not.

In early 2007, Dirty DeLong’s SECRET SEADIP Committee scheduled presentations with local resident and homeowner associations where the public was TOLD what the SECRET SEADIP Committee recommendations were going be. I attended the packed meeting at the Belmont Shore Residents Association. It was a total joke. Upon seeing all of the people, the presenters claimed technical difficulties and were unable to make their presentation. Many people became angry when told the Committee’s recommended SEADIP revisions were complete and there would be not public input process??????

It seems unreasonable to me to take exception to a unanimous vote of the Council to, among other things, “…include a comprehensive community outreach process…” and provide “…an outline of a process to amend SEADIP with attention to: (a) community outreach…”
Councilman DeLong joined with *all* of his colleagues on the Council to conduct “comprehensive community outreach” within the process, so I’m really not sure what the complaint is.
