NORWALK CITY COUNCIL BANS CHARITY CAR WASHES

Fundraising car washes at a gas station or parking lot will be illegal as of Aug. 19 under an ordinance given final approval by the Norwalk City Council.
The council has had the charity car washes on its radar since last October, noting that water is often wasted as it is allowed to flow from hoses, carrying dirt from the vehicles into public drains.
There is also a traffic safety issue, said Assistant City Manager Tom Lynch in a written report to the council: people, usually teenagers, go into public streets, rights-of-ways and medians to attract attention to the car washing event.
The rules of the National Pollution Discharge Elimination System, enforced by local water quality boards, are aimed at halting the pollution of rivers and the ocean by controlling the flow of water into storm drains. Violation of those rules could cost the city fines of $25,000 a day, said Lynch. Commercial vehicle washing facilities are required to have the equipment to control water flow off their properties.

I’m against the law as I like youth to be engaged in useful activities.
However, (TRUE STORY) My daughter recently had her car washed by some kids doing a fund-raiser.
I never thought a car-washer needed much expertise, but, what ever they were using to wash the car ruined her paint job and she had to have it re-painted.
REALLY! Her insurance paid.
So, I guess no good deed goes unpunished. I REALLY hate that slogan!
Happily, it only applies to humans, not animals. At least not in my case.

off of Atlantic and Rosecrans one day there was a car wash. i passed by and there were 4 kids on each side of the road waving signs. on my way back there were 15+ teens walking through traffic saying get our cars washed. if i had not had a passenger i would of ran one of them down. these kids are retarded. I’m OK with you doing your thing and raising money but if you want to run through traffic you should get hit. the law makes a lot of sense. especially if it cuts down on teens like the ones i was dealing with. although the most part car washe4s don’t let the kids run around like that.
These are some of the thoughts of Alfonso Aduna with regards to Norwalk’s Future.
He would look to find business investments by offering to match or give half of the funds that business where willing to invest in Norwalk. He would start a fund to help local small businesses find small loans with low interest rates, and help them secure loans from SBA.
The challenges that Norwalk will face in the next four years are state money depleting Norwalk’s budget and businesses leaving Norwalk.
Norwalk should not raise taxes, this would hurt the city more than help, on the contrary, Norwalk should focus on eliminating the user tax, this keeps money from being reinvested in Norwalk. In order to bring in more revenue from local business and also create growth in Norwalk, we should Create a Norwalk rewards program, that focuses on rewarding people in Norwalk who shop in Norwalk. Create a city painting agency that has a team of 5 or ten people that paint houses and businesses that need repainting, in order to make Norwalk stand out. The city would put in half the funds and the places we are painting would put in the other half. In order to not abuse the system, a business or household can only use the service once every 7 years for businesses, and 10 years for households.
As for freeway vendors we should allow them to sell but with strict regulation, the city should test the food or products and tax them for selling in the city of Norwalk.
Norwalk is a city that can have a bright future, it is located at the intersection of 3 major freeways, with many important locations nearby and inside of Norwalk. With Alfonso Aduna as city council member he would make Norwalk the Center of Business and growth. Vote Aduna for City Council.
